Get Serious About Economic Development
The 9-11 Recession was a shot across the bow followed by a second warning with the “jobless” 9-11 Recovery. The real wake-up call came with the Great Recession and now a very uncertain international recovery. After adjusting for macro trends, we have always felt that the two primary reasons for communities struggling economically are:
1. They are investing in economic development strategies that do not make sense and are unlikely to change the trend lines.
2. They have not made a serious commitment to economic development and are relying on others or luck to ensure their economic future.
We realize that even with strong commitment, the right game plan and even some luck, economic development is hard today. But recent research confirms our worst fears - lack of commitment and bad targeting are all too common, even in America’s larger communities. The National League of Cities and ICMA have released their 2009 Economic Development Survey. This survey was sent to 3,283 municipalities with a population of 10,000 or more and all 556 counties with a population of 50,000 or more. About one-quarter of these communities responded to the survey. We have four major take-aways from this survey:
1.Too many communities do not really have an economic development strategy that they are aggressively supporting.
2.The dominant focus of economic development is still business attraction and industrial development. Serious support of entrepreneur-focused economic development is very limited.
3. Economic development efforts continue to be fractured across local governments, chambers, development corporations, main street programs, tourism groups and the like. Comprehensive and integrated efforts are still too rare despite the regionally-focused development seen in competing nations.
4. There are exceptions and a growing number of communities that are very committed to economic development, investing aggressively and smartly, and beginning to really focus on entrepreneurs as a core strategy to grow their economies.
Take a look at this research and let us know what you think. Let me know what you are doing, what you are struggling with and a success you have realized. Email me at don@e2mail.org.
